Drainage
University Road, Annandale – Drainage Works

Drainage Works
Council is repairing the open stormwater drain and wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
CES Construction, a local contractor, is making progress with repair works on behalf of Council, with the lower retaining wall of the drain removed and new structural foundations installed.
Construction will continue, with CES scheduled to cast and install concrete panels within the drain this month to replace the lower wall. The project timeline includes a break for Christmas, during which the contractor will leave the site on Friday 22 December 2023, and return on Monday 8 January 2024.
Council is currently in discussions with the Department of Transport and Main Roads (DTMR) to install a noise barrier as part of these works between 55 Honeysuckle Drive and 8 Marigold Court, Annandale, in the new year. DTMR is the primary government agency responsible for managing traffic noise from state-controlled roads.
Council will update residents on the progress of the works and provide more information on partnering with DTMR to install a noise barrier in the coming months.
University Road, Annandale – Open Drain Repairs and Noise Wall Installation

Open Drain Repairs and Noise Wall Installation

As part of this commitment, Council, in partnership with the Department of Transport and Main Roads (DTMR), are undertaking the open drain works. Council and DTMR will also install a noise wall along University Road near Annandale Drive at the rear of properties in Marigold Court and Honeysuckle Drive, Annandale.
The noise wall will extend from 8 to 14 Marigold Court and 55 to 61 Honeysuckle Drive.
Council expects to complete these works by October 2024, weather permitting. We apologise for any inconvenience this work may cause and appreciate your patience.

As part of this commitment, Council is undertaking restoration of creeks within the Wulguru area.
Works will involve the removal and mulching of woody weeds, bank stabilisation, and the installation of erosion control materials.
Residents and businesses close to the works may experience some temporary construction impacts including:
- operation of machinery including chainsaws,
- planting of native vegetation,
- noise, dust, and flashing lights.
This project is proudly funded by the Department of Environment, Science and Innovation through the Reef Assist Project and delivered in partnership with Council and Reef Assist Partners.

As part of this commitment, Council is renewing the Ross River Dam to Douglas Water Treatment Plant pipeline, a key water infrastructure asset essential to enhancing Townsville’s water security.
Works will include testing of the Ross River temporary pump system.
Low level noise may be experienced during the testing period. Council has taken all necessary measures to reduce the noise in accordance with the Department of Environment, Science and Innovation recommendations.

Top-City Reservoir Upgrade Works
Townsville City Council is committed to delivering well-maintained infrastructure and efficient transportation systems, with over $400 million being invested in roads and transport management, open spaces, water, and wastewater management this financial year.
As part of this commitment, Council is replacing the Top-City reservoir's roof, which sustained damage from gale-force winds and Ex-Tropical Cyclone Kirrily.
After the roof removal, Council plans to commence the upgrade works, which include pouring new concrete and installing associated pipelines and roof structures.
Machinery operations, flashing lights, pedestrian and traffic management, safety fencing, noise, dust, and odours may be associated with these activities. Council expects to remain onsite after the roof removal and commence upgrade works.

Sewerage Pump Station Pipework Renewals

As part of this commitment, Council is preparing to undertake essential renewal works to 11 sewerage pump stations across the city, replacing deteriorated pipework and constructing emergency pump points.
If Council needs to access associated infrastructure within your property boundary, we will coordinate with you to schedule a convenient date and time for this to occur.
Before work begins, Council will temporarily fence off the pump station and clear the site of any vegetation that may be in the way of construction activities.

Engineering Inspection

As part of our annual maintenance program and in preparedness of the planned shade sail renewal, Council is undertaking a required engineering inspection of the Strand Pier.
Works may involve:
- temporary closure of the Strand Pier and associated open space areas,
- safety fencing/barricading,
- operation of machinery through the work zone,
- noise and flashing lights.
Council advises that due to the nature of these works, there is the requirement to close the Strand Pier as indicated via the yellow shaded outline in the image below to ensure a safe and secure work environment.
Council has appointed local engineering consultancy contractor to undertake these works.

Infiltration and Inflows Study of Sewers
Townsville City Council has resolved to undertake a systematic inspection program of sewers and private house drains of all premises, by means of smoke testing pursuant to section 134 of the Local Government Act 2009.
The purpose of this program is to determine locations of illegal stormwater connections into the sewer reticulation system and private house drain defects.
It is the intention of Council that authorised persons will inspect all properties in each declared sewer area during the program period. A copy of the program is open for inspection at Townsville City Council, Administration Building, 103 Walker Street.
4 Orana Court, Castle Hill – Retaining Wall Repairs

- replacement of rock wall
- minor concrete works.

Hazard Reduction Burns - April to October 2024
Council is committed to ensuring the safety of our community, with a dedicated Emergency Management team planning for natural hazards and undertaking strategic measures to mitigate the associated risks.
Council conducts hazard reduction burns during the dry season each year as part of Council’s Bushfire Management Plan, to prevent the spread of bushfire and protect lives, property, and infrastructure. These controlled burns reduce the build-up of flammable fuel loads such as leaf litter, grasses, and shrubs.
Council’s 2024 hazard reduction burn program will commence in April, conducted in partnership with various organisations, depending on the burn location, including:
- Queensland Fire and Emergency Services
- Queensland Parks and Wildlife Services
- Department of Resources
- Department of Defence
All hazard reduction burns will be carried out subject to weather conditions.
Residents with medical conditions that may be affected by smoke from grass fires should take precautions.

Kerb and Channel Renewal Works

Council will be undertaking Kerb and Channel renewal works.
Residents and businesses close to the works may experience some temporary construction impacts including:
- Traffic control and temporary road closures,
- Safety fencing for pedestrian and vehicles,
- Excavations in the road and adjacent footpath,
- Noise and flashing lights.
Kerb and channel links are road and drainage networks, capturing runoff and directing it into the underground stormwater drainage system. Works are carried out if water cannot flow from the kerb and channel into our drains or if the kerb and channel is damaged.
Pedestrian and vehicle access to properties will be maintained for most of the project; however minor restrictions will be required during the works. If your business or residence is affected, Council will provide 24 hours’ notice prior to any restrictions.

Council is undertaking open space protection management works. Works will involve the installation of large size rock boulders that will be ground installed around the outside border of the park.

Playground Renewal

As part of this commitment, Council is preparing to renew the Bountiful Park playground on the corner of Wellesley Drive and Bountiful Court, Thuringowa Central.
In delivering these works, Council intends to:
- install new playground equipment and rubber soft fall
- install a new quarter-basketball court and drinking fountain
- construct a new pathway connection
- install a new vehicle protection barrier in the form of boulders and bollards
- plant additional shade trees
- retain the existing shade sail.

Skate Park Works
Following extensive community consultation, Council will be delivering a new Skate Park facility within Harold Phillips Park, Garbutt.
The final design includes free flowing, all-abilities skating lines with challenging features that aims to provide an activated skate park for a truly iconic and appealing destination for our community to enjoy.
Works will involve the installation of permitter fencing, site clearing, and construction of the skate park including associated infrastructure and landscaping works.
Normal work hours are from 6am to 6pm Monday to Saturday. However, works may be required outside these hours and on the weekend if required.
Residents and businesses close to the works may experience some temporary construction impacts including:
- temporary sectional closure of Harold Phillips Park,
- operation of machinery,

Following extensive community consultation regarding the Harold Phillips Park Masterplan, Council will be delivering the Harold Phillips Park – Sports Field upgrade project.
The final design will see the delivery of an upgraded sports field, providing improved playing conditions for sporting clubs and the community.
Works will involve the installation of permitter fencing, sports field orientation east to west, including associated infrastructure and landscaping works.
Normal work hours are from 6am to 6pm Monday to Saturday. However, works may be required outside these hours and on the weekend if required.
Residents and businesses close to the works may experience some temporary construction impacts including:

As part of this commitment, Council is planning to deliver the Castle Hill Annual Maintenance 2024 project.
The maintenance works may include drain clearing, minor stormwater repairs, line marking restoration, and asphalt footpath repairs. Environmental maintenance may also be required.
This project will require the closure of Castle Hill Road and associated walking tracks from 6am to 4pm Monday to Friday, to pedestrians, cyclists, and vehicles.
In exceptional cases, work may be required outside these hours.

Pedestrian Bridge Closure
Townsville City Council is committed to providing safe infrastructure.
As part of this commitment, Council has identified the requirement to close Henry Lawson Bridge until further notice, as a recent engineers' report has found it structurally compromised and unsafe for pedestrian traffic.
Pedestrian traffic management and safety fencing will be installed to reroute foot traffic.
Closure of the bridge will take effect on Monday, 20 May 2024.

Stage 2 to be undertaken 2 months after completion of Stage 1.

Asphalt overlays are applied to pathways or roads when the existing seal has reached the end of its optimum life.

Vehicles will be allowed to return to the street as soon as it is safe to do so. Vehicles will not be required to remain off the street overnight.

Landscaping Tree Maintenance
Townsville City Council recognises the value and important role of trees in the urban landscape. In managing the City’s Public Tree Network, Council must balance various risks against the social, economic, and environmental benefits Public Trees can provide.
Council will be undertaking landscaping maintenance works to the identified trees adjacent to number 58 The Strand and number 62 The Strand within the boundaries of Gregory Street and Kennedy Street, North Ward.
Works may involve:
- Removal of tree branches using electric chainsaws,
- Operation of electric machinery,
- Foliage will be removed off-site to reduce noise.
Council advises that these works will be undertaken at night works to reduce the impact on the businesses and the community.
The purpose of the maintenance will include the removal of identified tree branches and associated foliage to avoid the branches impeding or falling into the road corridor, open space and or pedestrian walkways causing maintenance concerns, potential infrastructure damage and a risk to the public.
Council arborists will monitor the complete proactive landscaping maintenance ensuring the health and prosperity of the trees, shrubs and vegetation remain intact and will continue to grow and cause no further damage to infrastructure or community safety.
Council has appointed a local qualified contractor to undertake the landscaping maintenance works.

Water Treatment Plant Pipeline Activation

As part of this commitment, Council is renewing the Ross River Dam to Douglas Water Treatment Plant pipeline, a key water infrastructure asset essential to enhancing Townsville’s water security.
The upcoming works entail activating a new pipeline through connections at the Ross River Dam, Ross Dam Booster Pump Station and the Douglas Water Treatment Plant. A temporary pumping system at Ross River will remain operational throughout the process.
Low level noise may be experienced during activation period. Council has taken all necessary measures to reduce the noise in accordance with the Department of Environment, Science and Innovation recommendations.
Operation will commence Tuesday 21 May and continue for 5 weeks, weather permitting. During this time the Ross River between Black Weir and Gollogly Lane, Rasmussen will be closed to all users.
